How does a university-based research centre deliver transformational change to an industry? This is effectively the mission prescribed by the Australian Research Council to its major investments, its ARC Centres of Excellence.

As a Centre Director, Kevin Galvin contemplates this question. Is it just a stretch target? Or is there some kind of pathway for university-based research to create change in, what is, a complex and challenging industrial setting. In fact, these questions form part of a national discussion concerning the role and potential value of Australia’s universities in building the knowledge economy to strengthen national productivity. This paper offers insights into the formidable nature of the challenge and offers an approach that might find application in different sectors.

He argues for the need to leverage knowledge and technology advances with a much stronger lever for effecting change. That lever is the Paradigm Shift, a powerful organic force that manifests change from within, permeating gradually at first, before accelerating and cascading like an avalanche. Once the change commences, it is unstoppable.
